１９９８年がフィリピン独立宣言１００周年（Centennial ）にあたるため１９７３年発布大統領令２６０号、１９７６年６月修正大統領令１５０５号により、各地の地方行政機関がフィリピン革命１００周年を祝うにふさわしい各地の英雄、歴史的出来事、特記すべき地であることなどを申請し、国家歴史研究所 National Historical Institute が認定するものとするとの通達により、村興しを模索する町のひとつであったマバラカット（当時はまだ市に昇格していない自治体）が第二次大戦末期の特攻隊出撃の地であったことを前面にアピールすることにより日本との絆を求める動機となり、日本人観光客が多く訪問することを期待して村興しを促すきっかけとなった大統領令（時の大統領はフィデル・Ｖ・ラモス大統領 任期1992.6.30～1998.6.30）＊注：フィリピンの「独立」は自ら勝取ったものでないため、「独立宣言」と表記
